Who must comply
Every employer with employees in Spain, regardless of size.
What an inspection involves
An inspection, or a request from an employee or works council, can ask for the register directly; a gap above 25% for equal-value work without objective justification becomes a compliance finding in its own right.
Typical cost
Primarily a data-assembly cost: accurate pay figures by role and gender, drawn from data most employers already hold in their HRIS.
