Any employer with at least one employee meeting that remote-work threshold.
What an inspection involves
An inspector can request the signed agreement for each qualifying employee and evidence that agreed expenses have actually been reimbursed.
Typical cost
A per-employee administrative cost to draft and keep the agreements current, plus the underlying reimbursement obligation itself, which is a real operating cost, not just paperwork.
